GIVE LONG ANSWER:
1.) What is meant by Alliance government?
When any single political party fails to form government as it is unable to acquire absolute majority that is the required amount of votes in the General elections, in such situations a few other political parties who share similar ideologies come together by making an alliance and form the government. This type of government is known as the Alliance or Coalition government.
2.) Discuss two merits and two demerits of the Coalition or the Alliance government.
Two Merits of Coalition Government are-
i.) Non-autocratic Government- When there is a single political party in the government there is always a chance that the government becomes autocratic in its administration. This situation does not arise in case of a Alliance government as the decisions taken by the government are through full discussion and acceptance of all the political parties that are part of the alliance.
ii.) Reduction of misuse of public money- After completion of election if any complexities start during the formation of government, the need of another election arises which can cause huge amount of expenditure of public money. By forming an Alliance government, the requirement of a stable government can be met and expenditure of public money can be avoided.
Two Demerits of Coalition Government are –
i.) Unstable and short -lived – The most negative factor of an Alliance government is instability. The parties that form alliance sometimes withdraw their support from the government when they are unable to achieve their interest. This can result untimely collapse of the government before the completion of the term and disruption in the function of the government.
ii.) Threat to national interest- The Coalition government sometimes prove to be narrow in its outlook towards the country’s development and regional requirements and also in some cases have to cater and give preferences to communal forces. All these factors are a hindrance for a nation’s government.
3.) Discuss the role of the opposition in democracy.
Role of opposition in a democracy- The function of a opposition is very crucial in a democratic form of government. A strong opposition helps in safeguarding and achieving the interest of the masses of a country. In India, the concept of a strong opposition party began from 1977, before that the Indian National Congress was the only national party which gathered most of the seats both in national and regional level. The opposition party always play an important role in the successful functioning of democratic government. In a democratic set up the Opposition safeguards the interests of the mass, safeguard the sanctity of the constitution, keep a watch on the activities of the government. The Opposition also checks the schemes, plans and programmes of the governments and brings it into the floor of the Parliament. The Opposition does constructive criticism of the government. The Opposition moulds the public opinion, frames political awareness of the people, increases the effectiveness of the government.
4.) Discuss the main reasons for the birth of the regional parties.
The birth of regional parties in India is an important part of the Indian aspect of Indian political party system. The first regional party was the Dravida Munnetra Kajhagam (D.M.K) in Tamil Nadu. The 80s was known as the Golden decade of the regional political parties. After the General election in 1967 the regional parties started to consolidate. The main reasons for the birth of regional parties are as follows: i. the discriminatory views, attitudes and principles of the All-India national parties. ii. diversity among the people living in different parts of the country in terms of language and religion, iii.the insecure feelings among the minorities and their grievances which were not taken care by the national level parties, iv. union government’s policy for centralization of power and to gain the sole rights of the various resources of the different states.v.the lack of equal justice of the union government towards all the states, vi.the weaknesses of the regional leaders belonging to the national parties or the union government etc. All these reasons made the people of the different states to form their own regional parties which dealt with their problems and gave them a representation.
5.) Write about the necessity of political parties in a democratic state.
In the earlier days the under the Monarchy, the King was the absolute ruler in the administration of the state and his words were framed as laws. Slowly with time, monarchy was abolished and the new form of governance came into being. This new concept was known as Democracy which gave more importance to the representation of common mass. With the democracy, the political parties came into existence and became the most important component of democratic government. The political parties are link between the common people and the administration The political parties reflect the aspirations, mindset and the thoughts of the common people and help in the formation of the correct form of government which looks after the national interests.
6.) Mention the characteristics and the functions of the political party.
The political parties are found in every democratic state of the world. The most essential characteristics of the political party in a democracy are a. organization of a political party with like -minded people, b. the principles, ideals and planning that are followed by each political party, c. most of political parties have interest and aspirations to achieve power and control and d. giving importance to national interests in their ideologies and functions.
The political parties are essential part of every democratic set up of government and they have certain important functions to perform: a.to educate the mass by educating about their ideologies. b.to develop political awareness among the common people, c. to mould public opinion according their ideologies and d. to change the opinion of the people into reality to ensure their development.

The Alliance or Coalition government is receiving importance in modern days as it is proving beneficial in achieving national interests. The present government National Democratic Alliance (NDA) is also a coalition government. There are many reasons why the Alliance or the Coalition government system gets a special importance during present time: –
i.) Increase in the number of political parties.
ii.) Decrease in the importance and efficiency of the single political party.
iii.) Coalition government, a better and suitable option for forming a government when no single party achieves majority as an alliance help in reducing the spending of public money in re-elections.
iv.) Regional interests also receive proper representation and acceptance through Alliances.
