(1) Write a short note on the changing face of villages in modern times.
Ans: When India got independence, the villages faced a number of problems like literacy, poverty, ignorance and diseases which became hindrances to the progress and prosperity of villages. Gradually the government of India took various steps like – Free elementary education, adult education centres, research universities were opened, research work in the field of agriculture, increase crop production, providing subsidies, chemical manure, pesticides etc. The economic, social and administrative conditions have improved to great extent in modern villages. The Government has encouraged Co-operative forming and co-operative banks in villages to improve the economic condition of the villages.
(2) What do you understand by Panchayati Raj?
Ans: Panchayati Raj is the rural local self government which is divided into three parts – Gram Panchayat, Panchayat Samiti and Zil Panchayat. A village Gram Panchayat is established in a village which has a population of 200 or more. Panchayat Samitis are there to supervise the development activities of village Panchayat. Above all is Zila Parishad which supervises the working of local government of the district.
(3) Which is the lowest and highest institution of Panchayati Raj system?
Ans: The highest institution of Panchayati Raj system is Zila Panchayat & the lowest institution is Gram or village Panchayat.
(4) What is the minimum and maximum number of members of a Gram/village Panchayat in Punjab?
Ans: There must be a minimum of 5 and a maximum of 13 members in a village Panchayat in Punjab.
(5) Write any two functions of Zilla Parishad.
Ans: Two functions of Zila Parishad are as follows:
(a) It advises, helps and co-ordinates the functioning of Panchayats and Panchayat Samitis.
(b) It guids the state government for the development of rural part of a district.
(6) What was the condition of villages during British rule?
Ans: Under the British rule, the economic condition of Indian villages got detoriated as the villagers faced exploitation from Britishers through their high taxes in the form of high land revenue. This led to economic downfall of the villagers and there were no more self-sufficiency.
(7) What do you mean by Gram Sabha. What is the difference between Gram Sabha & Gram Panchayat?
Ans: Gram Sabha consists of the members of the age above 18 years and their names are enlisted in voter list of Gram Panchayat. The difference between Gram Sabha and Gram Panchayat is that Gram Sabha elects the Gram Panchayat and the Gram Panchayat elects the Sarpanch and Panches.
(8) Which is the most important function of the Panchayat Samiti?
Ans: The most important function of Panchayat Samiti are to run small scale industry in rural areas and build bridges to link roads to join villages of its areas, providing primary health centre and supervise the developmental activities of the Panchayats of that block.
