NCERT Solutions Class 7 Civics Chapter 2 – Role of the Government in Health
1.) In this chapter you have read that health is a wider concept than illness. Look at this quote from the Constitution and explain the terms ‘living standard’ and ‘public health’ in your own words.
Ans- The term ‘living standard’ means the basic income, status, necessities, comfort required by all living beings to lead a healthy life. There are some images given in the book which portrays how essential our environment is for our both physical and mental well being. For example, if people get clean drinking water or a pollution free environment they are likely to be healthy. Likewise, if they don’t get enough food or live in bad conditions, they are more likely to fall ill.
‘Public Health’ means to ensure the welfare of all the people and provide them health care facilities irrespective of the caste, class, gender, religion, social and economic status. It is the responsibility of the government to check whether all are treated equally without any discrimination.
2.) What are the different ways through which the government can take steps to provide healthcare for all? Discuss.
Ans- The different ways through which the government can take steps to provide healthcare for all are-
a) The government should ensure the welfare and provide health care facilities to all without any discrimination and also should invest more funds in the hospitality sector.
b) To provide quality healthcare services to all its citizens, especially the poor and the disadvantaged group more hospitals and health centres should be established in the rural areas. Medicines should be provided either free of cost or at very low price.
c) More focus should be given to Women’s health and specialised care for pregnant women.
d) Differnt campaigns and educational programmes should be organised by the government to prevent the spread of diseases like TB, malaria, jaundice, cholera, diarrhoea, chikungunya, etc.
3.) What differences do you find between private and public health services in your area? Use the following table to compare and contrast these.
Facility Affordability Availability Quality
Private
Public
Ans- Private- Facility- Private Sectors are well equipped with modern and advanced techniques and also has a range of experienced doctors who are available 24×7.
Affordability- As the private sectors provide the best quality services, the cost is very high. It cannot be afforded by the poor people.
Availability- All type of services are available and treatment is done by the top class doctors.
Quality- These sectors have the best infrastructure to provide quality services to the patients.
Public- Facility- It is lacking in infrastructure and doesn’t provide up to the mark services.
Affordability- It is cheaper and can be easily afforded by the poor people.
Availability- At the village level there is usually a nurse and a village health worker. They are trained in dealing with common illnesses and work under the supervision of doctors who visit once a week or a month.
Quality- As doctors are available so the quality is very low and the patients don’t get proper treatments.
4.) ‘Improvement in water and sanitation can control many diseases.’ Explain with the help of examples.
Ans- Improvement in water and sanitation can control many water borne diseases from spreading. 21 per cent of all communicable diseases are water borne like diarrhoea, worms, hepatitis, etc.
-The first step that the government should take is to ensure that clean drinking water is provided to everyone.
– Campaigns should be organised to make people aware about the harmful effects if mosquitoes breed in water coolers, rooftops, etc
– Organising campaigns and educating people should be done at a large scale.
