i.) The Mauryan empire was very big and vast and it was divided into many provinces. The whole empire was ruled in different manner. The capital city, Pataliputra, was under the direct rule of the emperor. There were many officials who collected taxes from farmers, herders, crafts persons and traders who lived in the villages and towns near the capital city. The officials received salary. Other provinces like Taxila and Ujjain were controlled by the governors These governors followed the rule of the emperor but had their own administrative techniques. Mauryas controlled river routes and forest areas and collected all the resources that were available through officials.

ii.) Ashoka’s Dhamma was a set of moral rules that Ashoka propagated amongst his subjects. The Dhamma did not require any form of worshipping to the gods or sacrifice. Ashoka was inspired by the Buddha in his teachings. The people in the empire followed many religions, sacrifices were made and all this resulted many conflicts between the people. Slaves and servants were not treated properly and there were quarrels in the families also. Ashoka wanted all these problems to end and he appointed officials called Dhamma-mahamatta who travelled from one place to another to teach Ashoka’s dhamma. Ashoka also inscribed his teachings on rocks and pillars.
