In the earliest forms governments allowed only men who owned property and were educated, to vote. This meant that women, the poor, the property-less and the uneducated were not allowed to vote. The country was governed by the rules and regulations that these few men made.
In India, before Independence, only a small minority was allowed to vote and they therefore came together to determine the fate of the majority. Several people including Gandhiji were shocked at the unfairness of this practice and demanded that all adults have the right to vote. This is known as universal adult franchise.

iii.) Government needs to make law in order to perform its duties. The government makes laws to enforce its decisions for the development and safeguard the requirement of its citizens. The laws are made to ensure equality among all people, safeguard freedom of its citizens and to smoothly run and develop the nation.

i.) In a monarchial form of government, the decisions and laws are made by the King and the Queen. The government is formed by them where they choose their ministers. The monarch has a small group of people to discuss matters but the final decision- making authority lies in the hands of the king. The Monarch is not answerable to the citizens of the nation for their decisions and rules they make for running the government. The position of the king is hereditary and the citizens do not have any authority to make any decisions.
ii.) The three levels of government are: Local Government which governs the village, town or district. It has its own group of administrators who are elected through election and they are in office for 5 years. The main administrative body of a village is called a Village Panchayat. The State Government governs a state of the country. The government is also elected through elections every 5 years and the ministry is formed by the winning political party. The proceedings of the government take place in Vidhan Sabha or State Legislature. The Central Government manages affairs that concerns the entire country. It also comes to office for a tenure of 5 years through the process of election. The government is formed by the winning party who wins majority of votes and all decisions are taken in the Parliament through debates and discussions.
