Essay : Reservation policy or system in India is based on caste or tribe, wherein a particular caste depending on the category and type of caste, a certain percentage of seats or quota system is made available by the Government, in order to give these persons who are members of the backward community, or certain tribes, and other under privileged communities of the society. The Constitution of India, Article 15(4) rightly declares that nothing in the Article 15(4) will prevent the nation from helping SC’s and ST’s for their basic needs and betterment.
Types of Reservation in India.
The Constitution of India, has categorized the reservation system into Schedule Castes, Schedule Tribes, Other Backward Category, General Category. General Category refers to those sections of the society who are developed, well-educated and highly skilled, the uplifted section of the society. These groups of people are mostly not provided with any special reservations. The OBC category refers to the section of the society who are a bit developed but still require special attention to their needs. While the SC and ST category groups are the under-privileged, under developed and most disadvantaged section of the society.
Whether there is a need to review the reservation policy in India?
The main objective of bringing reservation system in India was to help and uplift the economically backward sections of the society and to give them equal rights and importance as compared to the General category. This has helped them in getting jobs and upgrading their skills and upbringing their status in the society. Reservation system has been introduced in educational system, public sector jobs, in the Parliament etc. It is still a question whether the reservation system will be able to help every person in the lower and backward communities. As due to only a certain percentage of reservation only a few seats or position are filed for these lower sections of the society while the others still remain. This will not solve the problem of the remaining percentage of the total backward population.
There exist several groups in the society who call themselves as backwards communities, and want to be part of the OBC, just to obtain reservation in a particular job or educational institution. These groups are looking only for the benefits in the reservation system. Some create fake OBC or ST certificates, for their benefit, either to secure a job in the Government sector or to avail the special schemes by the Government for these sections.
Conclusion.
The Government needs to review the reservation policy instead of extending benefits to the other sections of the society who call them backward when they are not. The criteria of reservation should be restructured and defined set of rules must be set to actually whom reservation needs to be given and whom not to be given. The aim should be to give equal rights and reservations to the economically backward groups so that they feel their importance, need and acceptance in the society. The current reservation system with cause a major gap in the different sections of the society and cause a differentiation of opinions and division in the society. Reservations should be made a strong tool to empower the backwards communities and not for the benefits and interest of others.
