Their main duty involves checking on criminal activities and protecting the civilians of the country from various domestic violence, thefts, drug peddling, and other illegal activities happening around the nation.

The Police are governed by The Police Act 1961 which is the central piece of legislation. Police patrolling in the nations forms a vital function to ensure law and order situation in the country and also protecting the rights of the women, citizens and backwards classes of the community.

Problems of the Police system in India

  • Political Pressure: Most our Police in the country face political pressure and have to go against their duties and responsibilities towards the society and the nation. The are forced to allow certain criminal or illegal activities for the benefit of their or political interest. When they have political control, they are given higher powers to take up and clear matters for their benefit or facilitated with immediate promotions.
  • Burden on existing police force: The Police force with a state tends to be over burned with their duties, this results in enormous workload, thus making them overburdened and perform their duties below satisfactory level. This has also resulted in bringing police force like CRPF personnel, for various programmes held by the Government, or during election duty and other public rallies.
  • Lack of women police force: There exist lack of women police force due to lack of employment and recruitment in the police department for women personnel. This has led to women citizens of the society being illtreated by the male police personnel.
  • Lack of proper training facilities: The police in India lack proper training grounds and facilities and thus lack the skill to take down very dangerous criminals. The arms given to are mostly lathi which is a wooden stick for man handling, while only the higher authority officers are given guns. Due to lack of arms and skill training to the lower police personnel they are not able to tackle crimes or investigation with right techniques and methods.
  • Public support and relations:  The police always expect the public support and try to maintain cordial publics relation during an investigation or to solve any criminal case. However, the police do not receive adequate support from the public due to fear of being dragged to court or police station for regular enquiry. The lack of public support has been a problem and have left many cases unsolved by the police.

Police reforms in India

The National Police Commission (NPC), was initiated in 1977, with conditions and reforms in police functions, roles, responsibilities, maintaining public relations, etc.

Major Police reform recommendations: 

  • FIR registration under section 154 CrPC: Under this section the police should immediately register FIR, whether or not if a crime takes place within the jurisdiction or not. The case can later be transferred to the said jurisdiction along with details of the case. This will help in immediate resolution as well.
  • Judicial enquiry: In cases of death, rape or hurt caused in case of police firing, a special judiciary enquiry shall be made mandatory.
  • Political in fluence on Police: The NPC has suggested reforms where in political interference and influence shall be restricted thereby reducing pressure on police personnel from political power. This will also keep a check on police to follow law and regulation laid down on them.
  • Third degree measures: The NPC has resorted to new reforms which will help in reducing third degree methods by police on criminals. This will help reduce the mental and physical pain caused to the humans. This will be replaced by other less grievous causing methods.

Conclusion

Despite of several reforms laid by the commissions and the Government, there has been very limited reforms in the Police Department, due to Political pressure on the police force, they are unable to perform their duties and responsibilities within proper laws laid down. A much strict reform and severe policies which will give higher power to police force than that of political power will help in bringing about changes in the policing. Women personnel recruitment and making available more post in the police department will help in bringing better law and order situation within the country.
