3) Explain the concept.
(1) Reorganising the constituencies
Ans) It is one of the process of Election.The Delimitation Commission of Election Commission is responsible for creating constituencies. In Loksabha there are 543 members and each member represents one constituency. So there are 543 constituencies in Loksabha.
(2) Midterm Elections
Ans) In Midterm elections are held before the completion of the term. It is held when-
- The ruling party or the elected government loses its majority before completing its terms in the parliament.
- Or the e loss of majority support by the parties of the coalition government.
- If there is no alternative government is possible in the middle of the term.
5.) Answer in brief.
(1) Explain the functions of the Election Commission.
Ans) The functions of Election Commission are-
1.) Preparing the voters list : Election Commission is responsible to prepare voters list by updating the existing voter’s name and including the names of new voters who has completed 18 years of age. They are also responsible to issue voter identity card for each and every voter.
2.) Decide the time table and the programme of election :The Election Commission is responsible to take the decision about the schedule of elections in every state and in how many stages to holdelections in every state.
3.) Scrutiny of the applications of candidates : It is the duty of the Election Commission to check all the details of the candidates who submit their application forms to contest election for a particular party or independently. They can only allow the eligible candidates to contest the election.
4.) Give recognition to political parties : All political parties including existing or newly formed are required to be recognised by the Election Commission. It is also responsible to derecognise any political party and to allot election symbols to the political parties.
5.) To resolve any dispute relating toelections: Conducting re-election in a
particular constituency, resolving any disputes that may arise regarding elections and declaring any candidate as disqualified are the responsibilities of the Election Commission.

(3) Explain the meaning of Code of Conduct
Ans) The Code of Conduct is one of the measures adopted by the Election Commission among the several measures adopted to ensure fair election in India by the Election Commission. Some rules have to be followed by the Government, political parties and voters before elections and during elections. The Code of Conduct explains the rules to them and no one has the right to violate that rules.
