Beggars Essay: Beggary is a dangerous social phenomenon and so, begging is one of the manifestations of the condition of the nation’s economy.  In other words. begging determines the weakness of an economy and the widespread phenomenon of beggary may be due to the lack of job opportunities for people of varied sections. However, it may also be due to the fact that people who beg may do it out of laziness to engage in himself in some hard work or productive work.

Beggars are mostly found in public places such as on the roads, in front of shops, in public transportation like trains and buses and in religious places as well.

There are various reasons due to why people resort to begging. The loss of agricultural employment in the village is the cause of beggary.  The number of landless workers over the decades are deprived of their subsistence failing to afford a basic standard of living and so they have taken to beggary. There are some people who beg to earn their living because of some accidents and illness. After surviving a severe accident these poor people cannot work and thus they have taken to beggary to satiate their basic needs of food and clothing. In addition, poor people who are not raised with good morals rely on begging to earn their living. Social factors such as family disintegration, widowhood and hereditary occupation are the other factors that lead to begging in Inida.

In India, begging has been increasing at a significant rate. Thus it is regarded as a menace to society. Moreover, as India is one of the countries driven by poverty, therefore begging in India has become a big racket in the country. Such rackets are mostly prevalent in the metropolitan cities of Kolkata, Mumbai, Chennai and Delhi. The rackets are mainly led by a gang that holds the maximum share of the money that is earned by begging. The rest of the money is shared by the members of the begging group.

There are no begging laws in India that criminalise begging at the present time, however, the Bombay Prevention of Begging Act of 1959 did not legalise begging. This particular law criminalised begging and asserted that people who will be found as beggars will be incarcerated. Nevertheless, the Delhi High Court held the anti beggary Act unconstitutional as it violates the Article 14 and Article 21 of the Indian Constitution which restores the rights of the person to seek alms. In addition, the Court further stated that the anti-beggary Act is arbitrary in nature for the persons such as disabled persons, transgender, sex workers and migrants who cannot be engaged in any other professions.

To conclude it can be said that beggary is intertwined in the social fabric of our society. The issue is deeply rooted like any other social problem which is multidimensional in nature. To curb this social menace various steps can be taken by the government such as establishing projects that demand huge labour intensity and this can provide jobs to a large number of beggars. Providing financial assistance to poor families can also help in eradicating child beggars. In addition, the construction of shelters to accommodate the beggars and provide them with basic standards of living such as medicine, clothing and food can help in lowering the margins of poverty.
